Download the latest Chromium Build, ( link : latest chromium build for windows )   and Go to the Demo page available here If it is working, you should see something like below. You can speak in English and this demo page will translate it in to French.

Speech Recognition on Chrome

English is the only language recognized by chrome at this point, because this is in a very early stage of development. We will however see things moving faster since the Chrome OS release date is almost here.
